GREG'S LOTTERY SIGNUP SYSTEM
1- add field for patroller status after the names                               
2- check that a minimum of 2 full patrollers per patroller                      
3- instructors and mtn managers get priority round.                             
4- people who haven't submitted choices by Wednesday, get dates                 
assigned. If you have any problems, talk to Greg to switch dates.               
5- need to list empty mtn mgr dates and send email out soliciting               
volunteers                                                                      
6- figure out system/interface for switching days, and write rules.

1- set up Manual into TBSPedia
2- determine which parts of the Manual must be revised, and assign
reviewers
3- output Manual so it can be printed and mailed to Candidates (by end
of October)
4- setup means for recording attendance after patrol

2. Two phase signup fit - first fit minimum #patrollers/day, then maximum #patrollers/day
3. Define temperature function: t = sum_foreachday(e^(3-p)) ?
4. Require 3 selections for Boreal Days
